The Niucare Plan

The Niucare Plan offers comprehensive protection with four main Plans: Medical Cover, Funeral Cover, Total and Permanent Disability benefits, and access to the Welfare Development Fund. It is founded on the concept of mutual assistance and depends on the Public Servant paying their contributions according to regulations where each member benefits from The Fund contributed to by each member.

Who is eligible?

All active Public Servants not exceeding sixty-five (65) years of age are automatically enrolled in The Niucare Plan.

The Niucare Plan only covers the public servant. Enrolment of spouse and children will be deployed after all active employees of the Public Service have been onboarded successfully.

Key Features

  1. Automatic membership for public servants, with coverage extended to their spouses and children upon application.

  2. Nil deductibles and 100% coverage for reasonable and customary charges within the specified sub-limits​.

  3. Contributions are deducted before taxable income with the Government of PNG subsidizing contributions payable to the Association.

  4. Continuous Coverage and Benefits upon, fortnightly contributions received, for the family of the member following the death and/or retirement of the contributing member for 12 months. 

  5. Provision of medical and repatriation funds for urgent and emergency situations.

  6. Funeral indemnity payments within 48 hours.

  7. Funeral Benefits (In the event of death) is payable directly to the declared beneficiaries within six months. 

  8. Access to a medical outpatient panel for general practitioner and specialist services, offering cashless visits to a network of clinics through a smart card which are subject to applicable co-payments and annual limits.    

Additional Benefits

  1. Modernize and improve the infrastructure of government hospitals, rural health clinics, and many legally registered unions and associations who shall benefit from this communal mutual concept of wantok helping wantok. 

  2. ​NIL CLAIMS REBATE (NCR) for contributing member & registered dependents for that calendar year– 33.30% of total contribution is set aside to refinance existing microfinance loans of our members to affordable Rates that shall be at Base Lending Rate (BLR) plus 2 % per annum from their PSNA Savings Account
